Brixham was served by the short Torbay and Brixham Railway from Churston. The line, opened in February 1868 to carry passengers and goods (mainly fish), was closed in May 1963 as a result of the Beeching Axe cuts. Although the former line to Brixham is deserted and overgrown, the branch line through nearby Churston is now maintained and operated as a heritage railway by a team of volunteers as the Paignton and Dartmouth Steam Railway.
Paignton is part of Torbay, which is a unitary authority area. Torbay has an elected Mayor and 36 councillors. They are elected every four years. The Mayors choses nine councillors to form the Cabinet. The Chairman of Torbay Council wears the chain of office.[6] The current Mayor is Nick Bye, who was elected in 2005.[7] Paignton falls into the Torbay constituency, with Adrian Sanders the incumbent Liberal Democrat MP. In the 2009 European elections, the United Kingdom Independence Party topped the poll in Torbay with 34.4% of the vote.[8]
The cinema closed down on 26 September 1999 following the opening of a multiplex cinema at the other end of the same road. It was bought by the Paignton & Dartmouth Steam Railway, which is adjacent, who had plans to turn it into a passenger waiting area. However, due to the building's Grade II listed building status, it is difficult to make any extensive changes and those plans have been shelved.
Paignton Zoo has a large education team which teaches approximately 40,000 students each year from under-5s to post-16s, as well as adult community groups.
The largest congregations are those of St Matthias (Anglican) and Upon Vale Baptist church. Central Church (United Reformed Church) has a notable pierced screen wall facade.
